INDUSTRY POLICY

Pushing boundaries to sustain new innovation.

The ITA undertakes important policy and advocacy work to promote the growth of the IT Industry. As information technology becomes increasingly important to the South African economy, we must assist government in anticipating change with policy initiatives that serve to strengthen our economy and industry.

Growth & Profitability

ITA takes leadership on issues that affect the growth and profitability of the ICT industry of South Africa.

Strategic Issues

The ITA concentrates its efforts on strategic national issues with a clear ICT dimension and good prospects for a consensus industry position.

Raise Any Issue

Any member of the association or affiliate association may raise any issue at any time for potential work by the ITA. This may be done at a formal meeting or through communication with the ITA Secretariat.

Swift Response

The ITA will respond to all requests for action on a best efforts basis according to a clearly defined decision process.

Member Involvement

Policy issues are worked in such a way as to maximize the opportunity for member involvement through focused, time-limited task forces. Wherever possible, issues are assigned to an existing policy committee with resources and mandate appropriate to the issue at hand.

Authority

Final authority for all positions of the ITA rests with the EXCO. The EXCO delegates responsibility for action to the President, the MANCO and the Executive Director, when issues are well-defined and well-framed by previously approved work.

Is this a national issue?

As a national association, the ITA generally works on issues of national scope. These include government policy, broad inter-industry matters and sub-national issues with the potential to become national issues at a later stage. Sub-national issues will be referred to an affiliate wherever possible.

Is there an ICT dimension to the issue?

An ICT dimension is presumed to exist when the issue is specific to the ICT industry, affects the ICT industry in a unique manner, or involves the ICT industry in its solution. In the case of issues important to our members lacking specific ICT dimension, the ITA will attempt to lend its support to another business association attending to such issues.

Is there a critical mass of members interested in the issue?

A critical mass is presumed to exist when ten members of any size or any number of members with combined membership fees of R50 000 are committed to address the issue.

Can a consensus industry position be achieved?

The ITA generally attends to issues with a high likelihood of generating a single industry position. Non-consensus issues may be addressed with prior agreement of members who agree to disagree if necessary.

Is it consistent with previous statements and the framework policy of the ITA?

While inconsistency will not rule out proceeding with an issue, there is a strong presumption against proceeding without specific instruction from the EXCO.

Are resources sufficient to address the issue?

Addressing an issue properly may require volunteer and staff time and resources from outside expertise. If resources are available, the issue can be addressed in detail. If not, resources must be found before an issue can be attended to properly.
